‘Work is worship’

Commissioner of Customs, Central Excise & Service Tax (Goa) V P C Rao is only satisfied after going the extra mile, and has taken upon himself the challenge of hiking revenues after the mining ban hit Goa

V P C Rao heads a team dreaded at exit points, especially at airports. Customs, central excise and service tax is not something many look at with much pleasure, yet it is these that bring revenue into the state.

As commissioner of this division in Goa, Rao has great responsibility and pressures, particularly after the mining ban took revenues on a downward spiral. But his past is standing him in good stead. A senior officer of the 1986 batch of the elite Indian Revenue Service (IRS) originally hailing from Andhra Pradesh, he has worked with his home state government in revenue, with the customs and central excise divisions in Maharashtra and with the Customs, Excise and Service Tax Appellate Tribunal (CESTAT) in Karnataka among others. Rao has also received commendations for his roles in detecting major customs and narcotic cases.

Even after his promotion to the post of commissioner in 2009, he has not rested on his laurels. The promotion of trade and industry was high on his list of priorities, as he introduced a number of measures to facilitate export and passenger management during his time at Calicut International Airport in Andhra Pradesh. He has continued this trend in Goa where he has been posted since 2011, and under his leadership, the Commissionerate of Goa has successfully achieved revenue targets in two consecutive years.
